February 2012 District 5 Meeting
The February District 5 Meeting was held at noon on Saturday, February 4th, 2012 at the Eagle’s Lodge on Merriam Dr. in Overland Park, KS. Russell called the meeting to order. All stood for a moment of silence for lost brothers and sisters, as well as those serving our great nation; followed by the Pledge of Allegiance.
Sergeant at Arms Report: Charles reported everyone was signed in and there were eleven members and two guests present at the meeting.
Secretary’s Report: A motion was made to have the minutes from the January meeting accepted as printed in the newsletter and forgo the reading of the minutes during the meeting.
There was some discussion about the summary at the end of the minutes in the newsletter. The past few meeting reports show the highlights of the upcoming month’s meeting in this summary. It was decided the summary should project the highlights two to three months out.
Treasurer’s Report: Tony stated the accounts have been audited and are in good standing. The records were made available for viewing.
State Report: Tony attended the January State meeting to represent District 5. See the State Meeting report in the newsletter for items from the State Meeting.
Legislative Report: The Republican Convention will be February 12th & 18th at the Sheraton Hotel in Overland Park, KS. Due to cost and other requirements, ABATE will not be able to have a room at the convention. However ABATE would like to make a presence in the Hospitality Room.
The cable barriers along K-10 Hwy. are still being pushed through. There are other alternatives to cable barriers being brought up. One suggestion was filling the median with pea gravel like the runaway truck lanes have in the mountains. The next Cable Barrier Committee Meeting will take place February 11th in El Dorado, following the ABATE State Meeting. Russell is planning on attending this meeting.
HB2532 is a bill proposed to allow convenience stores and grocery stores in Kansas to be able to sell liquor as well as beer with higher alcohol content. This will affect the liquor store businesses in Kansas dramatically; and putting many of them out of business. An emergency vote was requested from the Districts, requesting our view on the issue. District 5 voted against this bill.
On April 20th at 1:00 p.m. the Governor of Kansas will be signing a proclamation naming May “Motorcycle Awareness Month.” ABATE is planning to be there in a parking lot across the street from the Capital Building in Topeka, serving hot dogs and hamburgers. ABATE would appreciate people showing up for this event and showing their support. Please arrive at 11:00 a.m.
Old Business: The revised District 5 Policies and Procedures were presented to the District. The Policy and Procedures Committee did an excellent job of editing the Policies and Procedures. There were a few minor tweaks to what was presented. A motion was made to accept the Policies and Procedures as presented. The motion was seconded; no opposed, and the motion passed.
The new flash drive for storing data and conference microphone for recording meetings were purchased. The receipt and change were turned over to Tony prior to the meeting. District forms, past meeting reports, past event filers have all been transferred over to the flash drive.
The District stepping up and doing some community service work for the Eagles was brought up. The Eagles have helped our District so much over the years. Some suggestions were made on things we could do to help them in return, such as come in and help clean up the lodge.
There will be a pancake feed during the March District 5 meeting. All are encouraged to come to the meeting, eat pancakes and show your support for the District!
New Business: Bridget proposed an incentive program for District 5 members. This incentive was proposed as an idea to get more involvement from the membership. The incentive would involve a free year’s membership, or free admission to the Labor Day Rally. It was decided to examine the numbers and see if the funds balance out, and then bring this idea up again in the March District meeting.
Open Discussion: Jamez mentioned the classified section on the website. If a member wants to advertise their items for sale, all they have to do is email Jamez with the information and it will be posted. January 2012 District 5 MeetingThe January District 5 meeting was held at noon at the Eagle’s Lodge in Overland Park, KS. Kristy called the meeting to order and welcomed everyone to the meeting. All stood for a moment of silence for lost brothers and sisters, as well as those serving our nation overseas; followed by the Pledge of Allegiance.
Sergeant at Arms Report: Charles reported there were 8 members and 2 guests present at the meeting. Secretary’s Report: In order to expedite the meetings, a motion was to make the minutes from the previous District 5 meeting available, ask if anyone had any questions or comments. If not, then to pass on the reading of the minutes and approve them as printed in the newsletter. The motion was seconded; no one opposed and the motion carried. There were no questions or comments about the minutes from the December District 5 meeting and they were approved as printed in the newsletter. Treasurer’s Report: In order to expedite the meetings, it was also suggested we pass on the reading of the accounts and just make them available for view upon request at the meetings. This will most likely be put into practice at the February meeting, however because of District 5 hosting the State Meeting and the End of Year Party in December, Tony went over the books to include those events. The accounts have been audited, are in good standing, and were made available for viewing upon request. State Report: See the State Meeting report in the newsletter for more information from the State Meeting. Assistant District Representative’s Report: Kansas Days is January 27th and 28th in Topeka. District 5 will be providing soda beverages and District 9 will be providing the relish tray for this event. It was decided for District 5 to provide 8 cases of soda and 2 cases of water for Kansas Days. The date is still not set for Washington Days, but when it is, District 5 will be providing the relish tray and District 9 will be providing the soda beverages for that event. Old Business: The E.R.A. said they are not participating in a Tuff-E-Nuff Weekend this year. So most likely, that event will not be taking place. The plan for the pancake feed on March 3rd at 10:30 a.m. was brought up. It was pointed out the Eagle’s the Eagle’s Lodge doesn’t open until noon. There was talk about possibly changing the pancake feed to a luncheon, include the Eagles. It was decided to go with the pancake feed, but to have it during the March 3rd District 5 Meeting. Bridgett agreed to provide and cook the pancakes during the meeting. All District 5 members, as well as the general public are welcome to attend the pancake feed and meeting. There will be no set cost for the pancake feed, but donations for District 5 will be accepted. The right size tarp was unable to be found for the game trailer. Tony stated there is currently a plastic cover over the trailer so all is well and it is protected for the winter. In the spring, construction will begin on the hard-top cover for the trailer. A motion was made to table the discussion on any updates or changes to the District 5 Policies and Procedures until the February District 5 Meeting. The motion also included holding a Policy and Procedures committee meeting. Those on the committee will then bring their suggestions for any changes and additions to the policies and procedures to the February District 5 Meeting. Those suggestions will be discussed, placed in the newsletter for one month, and then put into place. The motion was seconded. No one opposed, and the motion was carried. The Policy and Procedures committee meeting was set for January 18th at 5:00 p.m. Jamez went over the prices obtained for the flash drive and recording equipment requested at the December District 5 meeting. It was decide to purchase a 16GB flash drive to store District records, reports, and forms; as well as a conference microphone to record and District meetings. These items will be ready for use by the February District 5 Meeting. Other Announcements: There was discussion about holding Board Meetings prior to the District 5 Open Meetings. The Eagle’s Lodge doesn’t open until 12:00 p.m.; so we either need to find somewhere else to hold the Board Meetings, or push the District Open Meeting back to 1:00 p.m. The District 5 Open Meetings are already pretty much set for 12:00 p.m. at the Eagle’s Lodge. So rather than pushing them back, it was decided to hold the Board Meetings at 11:00 a.m. at locations nearby the Eagle’s Lodge. The next District 5 Meeting will take place at noon on Saturday, February 4th, 2012 at the Eagle’s Lodge at 4726 Merriam Dr. Overland Park, KS 66203. The meeting will feature discussion about the District 5 Policies and Procedures. | December 2011 District 5 MeetingThe December District 5 Meeting was held at noon on Saturday, December 3, 2011 at the Eagle’s Lodge in Overland Park, KS.
Russell called the meeting to order. There was a moment of silence for lost brothers and sisters as well as for those serving our nation, followed by the Pledge of Allegiance. There was a final call for election ballots and those counting the ballots left the room for the count. Sergeant at Arms Report: Charles reported there were 17 total members and guests present at the meeting, and thanked everyone for coming. Secretary’s Report: Jamez went over the minutes from the November District 5 meeting. Treasurer’s Report: Tony went over the accounts. All have been audited and are in good standing. Tony then answered any questions about the accounts and made the books available for viewing. Membership Report: Russell went over our District’s current numbers. He then talked about the Life Membership payment plans that are available. The payment plan must be paid off within one year; if it is not, what has already been paid is considered a donation to the organization. Product Line Report: District 5 is not offering any products at this time. State Report: See the State Report in the Newsletter for information from the state level. Legislative Report: ABATE of Kansas’ Lobbyist Brian Thompson was at the meeting. Brian discussed the Dead Red Law and how it got passed. In Kansas, if a red light fails to change for a motorcycle or bicycle, after a reasonable amount of time, the rider may proceed through the intersection. It is on the rider though if the intersection was not clear and they are struck by a vehicle. Brian stated they are still working on Right-of-Way legislation. He pointed out there is currently a stiffer penalty for riding a motorcycle without a license than there is for a driver who fails to observe the right-of-way and kills a motorcyclist. The next topic Brian discussed was the cable barriers which are planning to be put up along some sections of Highway K-10 connecting Douglas and Johnson counties. These cable barriers have shown to be dangerous for motorcyclists. A rider who has come off of their cycle and goes into one of these barriers can be dismembered. Most of Europe has banned these types of barriers completely. Also, the proper procedure was not followed for getting these barriers approved. There will be a special meeting at the Eagle’s Lodge in Overland Park to discuss the barriers in more detail and to gather input at 10:00 am on Saturday, December 10th prior to the State Meeting. Brian said he is trying to get around to all the districts to talk about what is going on in legislation and to get their input. District Representative’s Report: Russell stated the results of the ballots were in. Kristy Knoche was elected Assistant District Representative, and Jamez Thomasson was elected District Secretary. Old Business: There was some discussion about the fees for using Eagle’s Lodge for the End of Year Party. Kristy exited the room and worked out some of the minor details with the Eagles. A motion was made to pay the fees to use the Lodge. The motion was seconded, no one opposed and the motion passed. New Business: The Tuff-E-Nuff Weekend last year was a failure. There was little to no participation. Russell stated the District shouldn’t completely disband the Tuff-E-Nuff Weekend, but should probably try some different ideas to bring interest. Russell suggested bike games on bicycles and tricycles. He went further to say that people should actually have to participate in the games, rather than just show up to get their card signed. Bridgett also suggested other games possibly involving Wii video game systems. District 5 will be discussing our part of the Tuff-E-Nuff Weekend at the January District 5 Meeting. We will be getting with F.O.R.R. and the E.R.A. to see what they want to do to participate. Many ideas were discussed to bring people to meetings and to communicate better with members. One idea mentioned was a pancake breakfast prior to a meeting. Bridgett agreed to chair a pancake feed from 10:00 am to noon prior to the March District 5 Meeting. All proceeds will benefit District 5. Jamez will be correcting the grammar and wordage issues in our District 5 Policies and Procedures which do not require any notifications. Currently, if a person on the board vacates their position, the board appoints a current District member as an acting board member for that position until the next election is held. Jamez will bring copies of the District 5 Policies and Procedures to the January and February District 5 Meetings and discussions will be held on the election process and any changes that need to be made. It was discussed putting at the bottom of our minutes in the newsletter the highlights of the upcoming District 5 meeting. Bridgett requested an audio recording device for archiving the meetings. This was approved and will be done. Jamez mentioned that the Johnson County Transit buses will now be allowed to drive on the shoulders of I-35 between 95th street and Lamar during rush hour traffic. During this time, the busses are not allowed to travel faster than 35 miles per hour. If the buses come to a shoulder obstruction like a stalled car, they will have to merge back into traffic to get around the obstruction. Jamez also stated Johnson County is buying the former King Louie/AMF West bowling alley and Ice Chateau on Metcalf to use as the location for the new Johnson County Museum. Meeting was adjourned. The January District 5 Meeting will be held at noon on Saturday, January 7th at the Eagle’s Lodge in Overland Park, KS. Some of the items being discussed will be the District 5 participation in the Tuff-E-Nuff Weekend; the District 5 Policies and Procedures; and any changes needing to be made to the District 5 Board election process. |

Russell stated he would like to get certificates of appreciation for all of the supporters from the “Ride for 5” run. New Business: It was decided to have the website updated to say something along the lines of “See us on Facebook,” or “Like us on Facebook” so people know we have a Facebook page. This is in an attempt to be able to get the word out on District 5 news and events to more people. Anytime there is any news, a Facebook post goes out, and anyone who “likes us” on Facebook immediately gets the message. Jamez will be updating the list of District 5 supporters on the website. The new supporters will be added and the ones no longer supporting will be removed. It was decided to also add the addresses and contact information instead of just listing the names of the supporters. Kristy stated we need to get back to having committees to chair events; and along those same lines, become more organized when doing events. Jamez will be updating some of the District 5 forms used for events. It was decided the District will be getting together and inventorying all assets and the locations of those assets. This would include door prizes, auction items, products, and the items in the game trailer. Jamez will then create a spreadsheet to better keep track of everything. Kristy volunteered to chair the District 5 End of Year Party. She will be mailing out letters to supporting businesses requesting donations for door prizes. It was decided Jamez would DJ for the party. Warren stated he could look into providing lighting. The End of Year Party is scheduled for Saturday, December 10th at the Eagle’s Lodge on Merriam Dr. The November District 5 Meeting will take place at noon on Saturday, November 5th, 2011 at the Eagle’s Lodge – 4726 Merriam Dr. Overland Park, KS 66203. Sergeant at Arms Report: Charles went over those present in the meeting and thanked everyone for coming. Secretary’s Report: Jamez went over the minutes from the last meeting. Vicki stated it was probably a good idea to send the minutes to the state office as well as the editor, to ensure there are no more issues in getting the minutes for the newsletter. Jamez agreed to do so from now on. Jamez mentioned the website www.abateksdist5.org was updated the same day the newsletter minutes went in. The minutes are always up on the website before the newsletter comes out, so feel free to check it out along with much more District 5 information. Treasurer’s Report: Tony presented the books; all have been audited and are in good standing. State Report: According to the MRF, loud pipes are becoming more of an issue. People need to police themselves and be respectful in neighborhoods at night. There is also talk of lowering the legal alcohol limit allowed for operators of motorcycles. ABATE needs more help from members working prior to, during and after the Labor Day Rally. A special “Thank you!” went out to Tony for his special detail in picking up trash along the roadway at the Labor Day Rally Clean-up. Legislative Report: Russell and Tony attended the committee meeting in Eudora, KS regarding the K-10 cable barrier. They are moving forward with this barrier now; however it is not being done the proper way. ABATE is encouraging members to write letters and blog about why this should not happen. There will be a committee meeting about the K-10 barrier prior to the State Meeting on December 10th, at the Eagle’s Lodge on Merriam Dr. at 10:00 am. Any supporter is welcome to attend. A cheap tarp will be purchased to get the trailer through the winter and Russell will be building a hard-top for it. Tony offered to store the contents of the trailer in his garage while the hard-top was being built. ABATE of Kansas – District 5 is looking for the donation of an enclosed trailer.
